In-Service Teacher Training Program (ISTTP)
Note: The current collective agreement sets out a timetable for the In Service Teacher Training Program (ISTTP) to be discontinued. No new registrations will be allowed after August 31, 2019. Therefore, we strongly encourage faculty who are not already eligible to progress to Step 21 on the salary grid to register for this program as soon as possible.

What is the ISTTP?
Our Collective Agreement includes a salary schedule linked to a classification plan that establishes minimum and maximum salary levels for individual counsellors, librarians, and professors. Maximum salary levels are determined by our “relevant formal education levels and equivalencies.” Therefore, the current qualifications of some professors prevent them from reaching the maximum salary step on the grid. For these individuals, the ISTTP provides a convenient way to access the maximum step on the salary grid.
The latest Collective Agreement (September 1, 2014 – September 30, 2017) which was ratified by the membership, eliminates the ISTTP as of August 31, 2019.so on that date this method of accessing maximum step will end. The Union is urging all members who are not eligible for the maximum step to take advantage of this opportunity before August 31, 2019.
Can I Reach the Maximum Salary Level with my Current Qualifications?
To determine if you would benefit from enrolling in the ISTTP, you need to start by looking at your educational qualifications. If you already possess any of the following credentials, you can reach the highest salary step and do not require an ISTTP Certificate.
- a 4-year Canadian University Degree or more,
- a General Pass university degree, plus a Bachelor of Education degree,
- either a General Pass university degree or a 3-year CAAT Diploma or a certified Journeyman holding equivalent qualifications, plus an Ontario Teacher’s certificate granted before 1992 or equivalent as ruled by the Joint Educational Qualifications Subcommittee (JEQS),
- a General Pass university degree, plus a valid Ontario Guidance Specialist’s Certificate granted before 1992 or equivalent as ruled by the JEQS,
- a C.G.A. designation,
- a P. Eng. designation,
- a C.A. designation,
- C.M.A. designation (formerly R.I.A.),
- other educational qualifications that have been evaluated by the Joint Education Qualification Subcommittee as equivalent to or greater than the Canadian credentials listed above. (See Articles 14.03 A 1 (b) and 14.03 A 4 of the Collective Agreement.)
In lieu of achieving any of the above credentials, a professor may opt to pursue the ISTTP (for which there exist no equivalencies).
The ISTTP Certificate will entitle its bearer to progress to the maximum step on the salary scale.
Professors who successfully complete the program shall be entitled to progress to the maximum of the salary schedule.” (Collective Agreement 2014-2017: Article 14.03A 4 (iv) and letter of understanding dated September 23, 2014 with the subject of “Access to the Salary Schedule Maximum.”)
What if I have more than 15 years of service?
Please refer to the Collective Agreement Article 14.03A 4 (iv) and letter of understanding dated September 23, 2014 with the subject of “Access to the Salary Schedule Maximum.”
*Employees who have 15 years or more of service and whose maximum step is currently below the maximum salary schedule and who enrol and participate in the program shall receive (once only) an immediate one step salary progression, to a maximum of the salary schedule, and shall maintain that step upon maintaining satisfactory performance in the program.
Can I enroll in ISTTP with less than 15 years of service?
Yes! You will not be eligible for the immediate one step salary increase, however, you will be able to progress to the maximum salary step upon completion of the program.
