The OPSEU Constitution can only be amended on a two-thirds vote of delegates at Convention. Locals may submit amendments to be considered by Convention provided they are approved at a local general membership meeting.
In addition to the By-laws for Local Unions found in Article 29 of the OPSEU Constitution, Local 110 has a set of approved by-laws which are also in force.
